There is not a direct method to block specific users from posting.  The Lock this topic for Students option in the topic's properties blocks ALL users from posting.  The Set Release Criteria feature allows you to select certain individuals that can see the topic, but if your goal is to block some students from posting yet still allow those "blocked" students to read the messages, this is not possible.
