ANSWER:

Edit File

When you select Edit Properties for a file, if the file is not an HTML file (doesn't have a .htm or .html extension), then you cannot edit its contents within your course.  You will see the message: "The file linked to this "Page" is not recognized as being editable."

To edit non-HTML files, you will need to make your changes offline to that file, then re-upload and replace the file in your course.

If the file is in HTML format, you will be able to edit the file's contents. You will see an HTML edit box.
