Mail: Why is there a file size limit for attachments in Mail but not Discussions or Assignments?

The Mail tool is not intended for sending large files. The System Administrator will typically limit the file size for attachments through Mail so that students do not pass large, non-course related files to each other.
The Assignments and Discussions tools are best for large, course-related attachments.
